Proposed Development Exceeds Current RM-1 Zoning

Important Note:   Campbell River’s Official Community Plan (OCP) is under review and due to be completed by December 31, 2025.  Zoning Bylaw changes will be adopted immediately after adoption of the OCP.  


WestUrban's proposed development does not appear to comply with current RM-1 Zone bylaws. 


Their development permit application confirms RM-1 Zone compliance, yet it proposes 4-storey apartment buildings with 2 levels of underground parking, and includes a height variance request to 16 metres.


  • RM-1 Zone developments in Campbell River are typically one and two storey patio homes and townhouses, as documented by Save Simms Creek in the video below


  • The zoning bylaws stipulate building height maximums: 

                    RM-1 – 10 metres

                    RM-2 – 15 metres  

                                                                                                                                                         

  • WestUrban's proposed height of 16 metres exceeds the stipulated building height maximums for both RM-1 and RM-2 Zone


The draft Official Community Plan proposed land use designation for the Simms Creek properties is as follows:


  • Low Density Residential:  up to 3 storeys.  Allows for a diverse range of ground-oriented housing options such as townhouses and other forms of small-scale multi-unit housing in buildings up to three storeys.


Save Simms Creek submits the proposed development does not comply with current City zoning bylaws or the draft Official Community Plan.


Please continue to write letters to City Hall as this remains the most effective method to have our voices heard. It is important to ensure both WestUrban and the City fulfill their obligations of due diligence on this proposed project. You may wish to ask the City to:


  • Acknowledge the proposed development does not comply with RM-1 Zone bylaws, or the parameters of the draft Official Community Plan.


  • Strictly enforce the stipulations of RM-1 Zone bylaws and the proposed land use designations in the draft Official Community Plan.
